Arnold is right. See the story here. The comments from Mr. Nogales and Ms. Marrero are the exact mindset Arnold is trying to change. To say that Mexican immigrants are too busy working to learn English is deplorable. It's just a miracle that the French, German, Polish, Czech, Chinese, Japanese, Vietnamese etc, immigrants from the last 200 years have been able to work AND learn some English.
No Mr. Nogales, what's really sad is that people might believe you and think it's naive to learn the language of the country where they choose to live and work.
